[6.1] Admin users have no access to groups when they want to create projects

After a migration to GitLab 6.1, Admin users cannot select Groups when they want to create projects. They only have access to their own namespace. Admin users are not supposed to be "Super" users, so Owners by definition of all GitLab items, like Groups.
NB: Before migration, GitLab 5.4, an Admin user was able to create projects by selecting any group.
