Fresh Install SocketError

I ran into a gitlab-shell self-check failed issue when I ran a fresh install of GitLab 6.2. on my Ubuntu 13.10 server. I've verified git/gitlab-shell/config.yml (http://gitlab.cesarthefed.com/) and git/gitlab/config/gitlab.yml (gitlab.cesarthefed.com) have a valid hostnames. I've taken a screenshot of the issue here: gitlab_install_error

I'm not sure if this is related but I am not running SSH default port of 22, so I made the port change in the config for GitLab. This is my first time installing GitLab and I did do a search on google and issues found here before I created this issue. Any help would be greatly appreciated. Thank you.
