Atom feeds show incorrect time.

When using the dashboard atom feed or a commit atom feed, not all displayed date/time are correct. They are off by one hour too much or too low, depending on the feed. The Push event time in the dashboard feed is correct, but the commit event time is one hour too low (so instead of showing 09:01 it is showing 08:01). The commit event time in the commit feed is one hour too high.
