Names for projects, groups and branches are too restrictive

Created by: cwittern

I would like to use Chinese or Japanese in the names for projects and groups, but such names are rejected. Is there a specific reason why these can not be allowed? User names can be in these character and they display everywhere without problems, as far as I can see. However, names of branches are possible on the git level, but in the web interface, it is not possible to display the files in such branches.

Even if githabhq decides not to allow these names, I would like to know if there is a technical reason for this.
