Changing notification settings sends "Access Granted" mail

When changing notification verbosity for projects, GitLab sends me "GitLab | [project] | Access to project was granted" mails. Same thing for groups with the "GitLab | Access to group was granted" mail.

Global setting: Disabled. For both admin and non-admin user, regardless of their access level to the project or group and the chosen option (global, disabled, participating, watch), any change will result in a new "access granted" mail. Changing the global setting does not send mail.
