Allow issues to be marked as dependencies of other issues

It would be nice if, in the Gitlab UI, you could mark issue 129 as dependency of issue 244 for example. Then you could see that issue 129 needs to be resolved before issue 244 can be resolved.
If you have some way in the UI to filter for issues that have no open dependencies, then you can easily figure out what is ready to be worked on immediately, and what needs to wait for the future.
