Hi, I'm trying to get GitLab installed on my Dreamhost shared host, but I get the following error when trying to install charlock_holmes:

As libicu-dev is not installed and I can't be sudo on Dreamhost, could anyone tell me how I can get charlock_holmes installed anyway? Thanks!
