Target Branch is empty

When creating a merge request and fill all boxes except the target branch. Then press submit. Now Gitlab reports that the 'Target branch can't be blank' but we can't see any branches to choose.
Affected Versions are 6.3.0 and 6.2.x.
On the start page of the merge request the box shows all branches.
