gitlab 6.1→6.2 undefined local variable or method `config' for main:Object

So I'm trying to migrate from 6.1
to 6.2
following the official instruction.
Error
I'm stuck on step 9 with the following command: sudo -u git -H bundle exec rake gitlab:env:info RAILS_ENV=production --trace
Return the following error

I reckon the issue come from the config/initializers/rack_attack.rb
file as that the only new thing in my config.
