v6.4.1 upgrade tool didn't bump version

GitLab 6.4.0 to 6.4.1 upgrader worked fine however 6.4.1 didn't bump the version so in the admin panel you see: GitLab 6.4.0 Also the upgrader will say you are running 6.4.0 and will fail trying to upgrade again to 6.4.1. It appears just bumping the version will resolve this issue with the upgrader and the version in the admin panel.
