Developer can't close issue or assign it to himself

Steps to reproduce:
- Create a normal user
- Assign that new user to a random project with 'developer' role
- Create a issue in that project and assign it to noone
- Log in with that new user
- Open the issue created before
- Try to assign it to yourself or close it
It's not possible since there is no more close button and you can't edit the issue or assign it to someone.
