All passwords are rejected after upgrade to 6.5

I just ran through upgrade from 6.3 >> 6.4 and then 6.4 >> 6.5
I checked everything was working in 6.4 and it ran beautifully, but with 6.5 no one can login. Passwords are rejected. I reset my password and the new one was rejected.
Upgrade process went smoothly otherwise, and running an indepth check shows that everything is setup and configured correctly..
What could be causing the issue? Any ideas on how to correct without reverting?
