[6.5.1] Cannot see issues/MRs when signed in as a regular user of a project (not assigned to any role)

Version: 6.5.1 6f6f1588 Tested on Firefox/Chromium, on a Centos VM and GitLab Cloud.

Steps to reproduce

Obviously, a project has to have Visibility Level internal/public.

  1. Sign in to GitLab cloud as a regular user (not assigned to any role) and go to https://gitlab.com/gitlab-org/gitlab-ce/issues the issue/MR list is empty.
  2. Sign out and go to https://gitlab.com/gitlab-org/gitlab-ce/issues again, issues/MRs are there.
