Handle out-of-space errors

Summary: Creating a new project using web-ui never fails even with disk is out-of-space.

Steps to reproduce: Make sure that the disk where git repository resides is full (100%). Create a new project using the web UI.

Expected behavior: Web-UI should inform that cannot create a new project due to out-of-space.

Observed behavior: Web-UI creates the project and an empty folder. If i call gitlab-shell cli I can see the real problem. ( /home/git/gitlab-shell/bin/gitlab-projects add-project ) Here is the disk usage: /dev/md0 5,5T 5,2T 0 100% /media/dados

Relevant logs and/or screen shots: There is no useful log about, and this is part of the issue.
