Under 6.5.1 and 6.6.1 viewing a diff view for an image no controller is rendered for the Onion Skin view.

I expect to see one similar to http://github.com/blog/817-behold-image-view-modes

I can't find any logs related to this, it looks like CSS issue but not sure.
