Error 500 when creating webhook

If you create a web hook but leave the url blank, you are given a 500 error.
It would be more user friendly if an error box appeared saying "url field can not be blank" instead of redirecting to 500.
This has been reproduced on 6-4 6-5.1 6-7 (ish) master 10458bc4
