Selectively hide issues from developers feature

When working on larger teams with gitlab some developers tend to get distracted easily. In order to avoid this it would be nice if one could hide certain issues from developers and only master acl level can see them. Possibly as well with Milestones.
This is a bit silly probably since it shouldn't be necessary, but I noticed the need for this when working with certain developer types as they tend to doodle off on other off-milestone issues when too many issues are listed in the system.
