Anchors for rendered rdoc files not working properly

Summary
Anchors inside an Rdoc file do not work properly. There is a second overlaid anchor to the default one which is also inside a normal markdown document. Normal markdown files work properly
Expected behavior
Rdoc files have same anchor behavior as markdown files like this one: https://gitlab.com/razer6/test-repo/blob/master/PROCESS.md
Observed behavior
Rdoc files have overlaid anchors as in https://gitlab.com/razer6/test-repo/blob/master/README.rdoc when hovering over a header
