Add Gitlab server restart optional note on upgrade guide

Not sure if this is helpful but in my case it is. I recently upgraded from 6.5, 6.6 to 6.7 then encountered a rake aborted! Cannot allocate memory issue during the backup steps. Doing a simple sudo apt-get gitlab restart addresses the issue.
