Hello,

Implement Youtube in GitLab

Provide the Youtube features to upload/download videos of type .ogg/.ogv/.webm and and provide comments as Youtube does, with similar or better look and feel

GitLabVideos should be able to reference Issue, MR, TC (Testcase) to a particular video

GitLabVideos tab should be enabled/disabled per project

There is a beginner solution in existence which is in below line, I am referencing the Issue raised at ChiliVideos project, https://github.com/tomkersten/chili_videos/issues/13
