I just want to send email to others when I create an issue or modify something of the issue. Is there already a way to achieve this?

    No. The this functionality is not implemented. Keep in mind the issue tracker is only used for obvious issues. Read more about that in our contribution guidelines

    I realize this is closed, but you should be able to '@' mention someone when creating an issue and it should fire off an email to them.
