Filehistory missing after rename / move

The commit history does not use --follow or at least that is how it seems. I tested this with 2 installations of 6.5 and neither could show commit history of files that had been moved or renamed in the past.
There was an older issue about this in the past but it seems to be broken again. The old issue: https://github.com/gitlabhq/gitlabhq/issues/1954
