Allow custom server URL in HipChat Service

The HipChat service currently assumes the server is hipchat.com.
However, HipChat Server allows self-hosted HipChat installs.
The hipchat-rb gem (the current version), allows custom URLs.
GitLab needs to be updated to allow a URL field.
