Group master can’t create a project inside the group

Contrary to what is stated in the "Permissions" help page, users having the Master role in a group cannot create a project into a group : they have no access to namespace selection dropdown.

This happens only for users who are not owners of any group.

Steps to reproduce :

  • Create a new non-admin user
  • Assign it to a group as a Master, and check that he is no owner of any group
  • Create a new project

Expected result :

  • The user should be able to select the project where he has the project master role

Actual result :

  • The namespace dropdown does not show up

Version : 7.0.0

I am not able to test this right now, but I suspect that this bug has been introduced in commit b813a488
