Allow creation of issues by guests

For public projects that can be browsed by guests, is it possible that there might be an addition of an option that is able to be toggled that sets whether or not guests viewing the project can create issues? I have open source projects that I don't accept forks of, but I do accept issues documented of. It would be nice if a user who uses my code could just go to my gitlab, view the public project they're wishing to, and simply creating an issue for it as a guest.
