Gitlab has some problems with non UTF-8 characters. See #4120 (closed) or #3913 (closed) for more information about problems with paths/files that are named chinese.

https://github.com/gitlabhq/gitlabhq/pull/8041 & https://github.com/gitlabhq/gitlabhq/pull/8195 might help. Do issues still exist after applying those?
