signup succeed but no confirmation link in the notification email.

gitlab signup enabled
when signed up user received a email that says
Hi xxxx!
Your account has been created successfully.
login.......................................... [email protected]

when sign in gitlab refused with a reason the account not confirmed.
I have inspect the code here, it seems that no confirmation url was attached when notify new user.
