Web hook not posting data in 2.4.2

When I updated my copy of the code for the web hooks noted in issue #742 (closed), it fixed the 500 error, however, the end URL receives an empty post request from GitLab. According to the wiki page about hooks in the GitLab install, it should receive a structure of information.
