Admin panel should be able to set any password

When an administrator is editing a user we should be able to supply any combination of letters, numbers etc at any length. Don't force on us a minimum of 8 characters. The API should also not do this.
We use very basic passwords for our users because they interact with the API through our CRM. They don't need silly long ones.
