Developer can push to protected master branch with 7.4.0

My version is GitLab 7.4.0 e8859e6
the master branch is protected,but can push to master using SSH REMOTE
I upgraded from 7.3.2 , and everything is checked with "bundle exec rake gitlab:check RAILS_ENV=production" .
