'Labels' box when reporting GitLab issues should point to the Labels tab

When creating a 'New issue', we can add 'Labels'. If no labels exists, the message indicates "No matches found", but there's no way for users to know that they can add labels from the label tag (which isn't visible from the 'New issue' page, only visible from the 'Issue list' page).

I suggest modifying the message for the Label box from: "No matches found" to "No matches found, add new in issue labels tab"

It would be even better if the message could include a link to the labels tab directly, but I doubt that's possible. The new proposed message would at least let the user know that there's a way to add labels. It's a bit long I admit, don't hesitate to use anything shorter that is obvious enough. Thanks -- Alex
