Limit for projects

Hi,
I'm a gitlab user :
v7.4.3- debian
7.6 - mariadb
10.1.2
While I try to create a user, I meet a 500 error page.
I have the following error
Mysql2::Error: Out of range value for column 'projects_limit'
This error is because project limit number is too high, but is there a way to define non-creators users (only for project in theire namespaces) ?
