"Checking for ability to automatically merge" never completes in web UI

Not universal, but in many cases, merge requests in the Web UI never present a merge button, and display the "Checking for ability to automatically merge..." message forever.
Seems that a several-year-old fix for this was rake gitlab:enable_automerge, but I don't believe this exists in the current version.
