[Proposal] Merge Request redesign

Since the new redesign some elements on the MergeRequest page feels a little disconnected. I tried to clean this up a little with the following proposal:

When doing it this way we have all the room we need for the diff to be shown, since the right sidebar will be gone when on the Commits or Change page. We also have the option to have that menu scroll with the discussion, so you always have the commands at your fingertips to assign the MR or select a milestone.
Looking forward in hearing your ideas on this!
