load issues since upgrade to 7.9.1

We recently upgraded from 7.5.1 to 7.9.1 and since the upgrade the load on the server has gone from 0.1 to 10.0.
CPU and memory usage are very low so my guess is the load relates to more disk throughput. Is there a setting somewhere we can tell gitlab to use more memory rather than disk?
