Use Google Groups for user questions

Recently a lot of user questions popped up in Github Issues. These include 'how to move repos', 'how to install', and 'how to add keys'.

These are all valid questions, but IMHO they do not belong in the Github Issue tracker.

Therefore I propose a google group that gives users a place to ask questions related to installing, configuring, migrating and using GitLab.

With that, Github Issues will can be dedicated to actual bug reports and feature requests.

I've taken the liberty of creating the google group: https://groups.google.com/group/gitlabhq?hl=en If anyone from the Gitlab crew can PM/mail me details I'll be happy to grant them moderator/admin access to the group.
