[Request Feature] Approve new user by admin for not authorize from email.

My private server (local only) can't send email for authorize account.
In pass version (~7.9 or older). Admin can edit new account, then will authorize pass. But newer version can't use this way.
- Before edit New user
- After edit New user (in password field), Confirmed status not change.
Please add feature for approve new user by admin for not authorize from email.
