Encoding problem

Hi.
I have install gitlab on our company server in accordance with installation guide. Everything was good, then I wanted to create a project, I wrote a description, but after I have saved it I saw question marks istead of text. The same problem was with issues and wiki.
In communication we use russian language, so issues, wiki and other texts, mostly will be in russian.

I've looked through the google, and old issues - it is said that encoding problem was solved some releases ago.
