Pullrequest - Bunch of Cleanups/Getting Ready for Labels & Milestone

A bunch of things cleaned up.
- Issue # and Merge # are now 100% more visible
- Issues now have description with markdown
- Open/Close issue bar now ten times smaller
- Issue block cleaned up a bit (getting ready for labels and milestone)
- Note area cleaned up
- Attachment part redone to be more modern and stylish
- Few things reworded (Any File > 10mb is now Any file less then 10 MB) (Add note button is now Add Comment/Leave a note is not Leave a comment (Note doesn't make sense in this instance))
- Search icon moved down 1px to be in center more.
